The Government Excellence Model (GEM 2.0) is designed to inspire government entities on their journey towards excellence and to keep the momentum of Excellence. This momentum is intended to result in major leaps of performance and leading positions. The model is based on pioneering thinking and advanced approaches that pave the way for defining and steering future governments.
The assessment methodology for the Leading Federal Entity as per the Government Excellence Model (GEM 2.0) is divided into three main sections. Assessment of the capabilities, assessment of the results and assessment of the catalysts which each criteria of GEM will be assessed upon.
The capabilities assessment is based on four main dimensions: Design, Deploy, Transform and Disrupt. The results assessment is based on four main dimensions: Relevance, Performance Excellence, Competitiveness Impact and Impact on National Wellbeing. In terms of the catalyst's assessment (Preemptiveness, Agility, and Innovation) is based on four main dimensions: Define, Develop, Deploy, and Distinguish & Impact.
